Ne yaz\u0131k ki T\u00fcrk D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131&#8217;nda uzun y\u0131llard\u0131r devam eden &#8220;Mon\u015fer tahakk\u00fcm\u00fc&#8221; sorunu, hem milli de\u011ferlerimizden uzak bir diplomatik anlay\u0131\u015f\u0131n s\u00fcrmesine hem de \u00f6zellikle \u0130slam ve Arap \u00fclkeleriyle ili\u015fkilerimizin potansiyelinin alt\u0131nda kalmas\u0131na neden olmaktad\u0131r.<\/p>\n\n\n\n<p>Mon\u015fer Kavram\u0131n\u0131n Tarihsel K\u00f6kenleri<\/p>\n\n\n\n<p>&#8220;Mon\u015fer&#8221; kavram\u0131, Frans\u0131zca k\u00f6kenli &#8220;mon cher&#8221; (azizim, dostum) ifadesinden t\u00fcremi\u015f olup, Tanzimat D\u00f6nemi&#8217;nden itibaren T\u00fcrk diplomatlar\u0131na kar\u015f\u0131 k\u00fc\u00e7\u00fcmseyici bir ifade haline gelmi\u015ftir. \u0130mparatorluktan Cumhuriyet&#8217;e ge\u00e7i\u015f a\u015famas\u0131nda \u00f6zellikle Osmanl\u0131 diplomatlar\u0131na kar\u015f\u0131 &#8220;ecnebiperest&#8221; kavram\u0131 kullan\u0131lm\u0131\u015f ve zamanla yerini &#8220;mon\u015fer&#8221; ifadesine b\u0131rakm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Bu kavram, &#8220;davran\u0131\u015flar\u0131nda Bat\u0131 \u00f6zentisi i\u00e7inde&#8221; olan ki\u015fi olarak ifade edilmekte ve giderek T\u00fcrk diplomatlar\u0131na kar\u015f\u0131 k\u00fc\u00e7\u00fcmseyici bir ifade haline gelmi\u015ftir. Osmanl\u0131&#8217;n\u0131n son d\u00f6nemlerinde baz\u0131 diplomatlar\u0131n &#8220;yabanc\u0131 muhibbi&#8221; olmalar\u0131n\u0131n yaratt\u0131\u011f\u0131 olumsuz miras, Cumhuriyet diplomasisinin temellerinin at\u0131lmas\u0131nda \u00f6nemli bir referans noktas\u0131 olmu\u015ftur.<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde Mon\u015fer Tahakk\u00fcm\u00fcn\u00fcn Boyutlar\u0131<\/p>\n\n\n\n<p>Kariyer Diplomat vs Siyasi Atama Dengesi<\/p>\n\n\n\n<p>G\u00fcncel verilere g\u00f6re, T\u00fcrkiye&#8217;nin 2024 y\u0131l\u0131 sonu itibar\u0131yla 253 diplomatik temsilcili\u011fi bulunmakta ve yakla\u015f\u0131k 146 b\u00fcy\u00fckel\u00e7i g\u00f6rev yapmaktad\u0131r. Bunlar\u0131n yakla\u015f\u0131k 15\u2019i oran olarak %10 siyasi atama yoluyla g\u00f6revlendirilmi\u015ftir.<\/p>\n\n\n\n<p>Uluslararas\u0131 Kar\u015f\u0131la\u015ft\u0131rma: ABD \u00d6rne\u011fi<\/p>\n\n\n\n<p>Amerika Birle\u015fik Devletleri&#8217;nde ise durum \u00e7ok farkl\u0131d\u0131r. D\u00fcnya genelinde yakla\u015f\u0131k %70&#8217;i kariyer diplomatlardan olu\u015fan ABD b\u00fcy\u00fckel\u00e7ilerinin %30&#8217;u siyasi atamad\u0131r. Ancak bu oran Trump d\u00f6neminde %43&#8217;e \u00e7\u0131km\u0131\u015f, Biden d\u00f6neminde tekrar %30 seviyesine inmi\u015ftir.<\/p>\n\n\n\n<p>\u00d6zellikle dikkat \u00e7ekici olan nokta, Bat\u0131 Avrupa ve Karayipler&#8217;de ABD b\u00fcy\u00fckel\u00e7ilerinin yakla\u015f\u0131k %80&#8217;inin siyasi atama olmas\u0131d\u0131r. Bunun nedeni olarak &#8220;Avrupa \u00fclkeleriyle ili\u015fkilerin \u00e7ok ak\u0131c\u0131 ve ileti\u015fimin \u00e7ok iyi olmas\u0131 nedeniyle amat\u00f6r b\u00fcy\u00fckel\u00e7ilerin kolayl\u0131kla \u00e7evrilebilmesi&#8221; g\u00f6sterilmektedir.<\/p>\n\n\n\n<p>Mon\u015fer Tahakk\u00fcm\u00fcn\u00fcn Olumsuz Etkileri<\/p>\n\n\n\n<p>1. Milli ve Manevi De\u011ferlerden Kopukluk<\/p>\n\n\n\n<p>Mon\u015fer zihniyetiyle yeti\u015fen diplomatlar\u0131m\u0131z\u0131n en b\u00fcy\u00fck sorunu, T\u00fcrk milletinin milli ve manevi de\u011ferlerinden kopuk olmalar\u0131d\u0131r. Bu durum, \u00f6zellikle \u0130slam \u00fclkeleriyle olan ili\u015fkilerimizde ciddi handikaplara yol a\u00e7maktad\u0131r.T\u00fcrk k\u00fclt\u00fcr\u00fc ve \u0130slam medeniyetinden uzak yeti\u015fen diplomatlar, hem kendi k\u00fclt\u00fcrel de\u011ferlerini temsil edememekte hem de gittikleri \u00fclkelerin de\u011fer sistemlerini anlayamamaktad\u0131r.<\/p>\n\n\n\n<p>2. Dil ve K\u00fclt\u00fcr Eksikli\u011fi<\/p>\n\n\n\n<p>\u00d6zellikle Arap ve \u0130slam \u00fclkelerindeki el\u00e7ilerimizin \u00e7o\u011funlu\u011funun o \u00fclkelerin dilini bilmemesi ve k\u00fclt\u00fcr\u00fcne hakim olmamas\u0131, diplomatik etkinli\u011fimizi ciddi \u015fekilde s\u0131n\u0131rlamaktad\u0131r. Mon\u015fer zihniyetine sahip diplomatlar, gittikleri \u00fclkelerin k\u00fclt\u00fcrel kodlar\u0131n\u0131 anlama konusunda yetersiz kalmakta, bu da diplomatik etkinli\u011fi azaltmaktad\u0131r. \u00d6zellikle Arap \u00fclkeleri ve \u0130slam co\u011frafyas\u0131nda g\u00f6rev yapan diplomatlar\u0131m\u0131z\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu o \u00fclkelerin dillerini bilmemekte, bu da yerel halkla do\u011frudan ileti\u015fim kurma imk\u00e2n\u0131n\u0131 ortadan kald\u0131rmaktad\u0131r.<\/p>\n\n\n\n<p>3. Kurumsal Moralin Bozulmas\u0131<\/p>\n\n\n\n<p>D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131&#8217;nda yeti\u015fmi\u015f, y\u0131llarca deneyim kazanm\u0131\u015f kariyer diplomatlar\u0131n\u0131n g\u00f6rev beklerken, kurum d\u0131\u015f\u0131ndan siyasi atamalar\u0131n b\u00fcy\u00fckel\u00e7i yap\u0131lmas\u0131, kurumsal moral ve motivasyonu olumsuz etkilemektedir.<\/p>\n\n\n\n<p>\u00c7\u00f6z\u00fcm \u00d6nerileri<\/p>\n\n\n\n<p>1. Atama Oranlar\u0131n\u0131n Yeniden G\u00f6zden Ge\u00e7irilmesi<\/p>\n\n\n\n<p>Mevcut yakla\u015f\u0131k %17&#8217;lik siyasi atama oran\u0131n\u0131n, \u00f6zellikle \u0130slam ve Arap \u00fclkeleri i\u00e7in %15-20 seviyesine y\u00fckseltilmesi gerekmektedir. ABD&#8217;nin aksine, bizim bu \u00fclkelerle tarihsel, k\u00fclt\u00fcrel ve dini ba\u011flar\u0131m\u0131z vard\u0131r ve bu potansiyeli en iyi \u015fekilde kullanabilecek uzman diplomatlar\u0131m\u0131za ihtiyac\u0131m\u0131z bulunmaktad\u0131r.<\/p>\n\n\n\n<p>2. Dil ve K\u00fclt\u00fcr Uzmanlar\u0131n\u0131n \u00d6ncelikli Atanmas\u0131<\/p>\n\n\n\n<p>Malezya, \u0130ran, Umman, Tunus ve benzeri \u00fclkelere, o \u00fclkenin dilini bilen, k\u00fclt\u00fcr\u00fcne hakim, ayn\u0131 zamanda T\u00fcrk milli ve manevi de\u011ferlerini de ta\u015f\u0131yan diplomatlar\u0131m\u0131z\u0131n atanmas\u0131 stratejik bir gerekliliktir.<\/p>\n\n\n\n<p>3. Kariyer Diplomatlar\u0131 i\u00e7in \u00d6zel E\u011fitim Programlar\u0131<\/p>\n\n\n\n<p>D\u0131\u015fi\u015fleri Bakanl\u0131\u011f\u0131 b\u00fcnyesinde, \u00f6zellikle \u0130slam \u00fclkelerine atanacak diplomatlar i\u00e7in Arap\u00e7a, Fars\u00e7a ve di\u011fer yerel dillerde yo\u011fun e\u011fitim programlar\u0131 geli\u015ftirilmelidir.<\/p>\n\n\n\n<p>4. Milli ve Manevi De\u011ferler E\u011fitimi<\/p>\n\n\n\n<p>Diplomatik e\u011fitim m\u00fcfredat\u0131na, T\u00fcrk tarihi, \u0130slam medeniyeti ve milli k\u00fclt\u00fcr\u00fcm\u00fcze ili\u015fkin dersler entegre edilmelidir.<\/p>\n\n\n\n<p>Son s\u00f6z olarak<\/p>\n\n\n\n<p>Cumhuriyet d\u00f6nemi D\u0131\u015fi\u015fleri mensuplar\u0131n\u0131n hi\u00e7bir zaman &#8220;mon\u015fer&#8221; terimini kullanmad\u0131klar\u0131, bu ifadenin Osmanl\u0131 d\u00f6nemi memurlar\u0131n\u0131n baz\u0131lar\u0131n\u0131n kulland\u0131\u011f\u0131 bir ifade bi\u00e7imi oldu\u011fu bilinmektedir. Ancak g\u00fcn\u00fcm\u00fczde de benzer bir zihniyetin devam etti\u011fi g\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>T\u00fcrkiye&#8217;nin artan k\u00fcresel rol\u00fc ve \u00f6zellikle \u0130slam d\u00fcnyas\u0131ndaki liderlik potansiyeli, d\u0131\u015f temsilciliklerimizde k\u00f6kl\u00fc bir zihniyet de\u011fi\u015fikli\u011fini gerekli k\u0131lmaktad\u0131r. Ba\u015far\u0131l\u0131 \u00f6rnekler, do\u011fru atama politikas\u0131n\u0131n ne kadar verimli sonu\u00e7lar do\u011furabilece\u011fini g\u00f6stermektedir.<\/p>\n\n\n\n<p>Mon\u015fer tahakk\u00fcm\u00fcn\u00fcn k\u0131r\u0131lmas\u0131 ve yerine milli, manevi de\u011ferlere sahip, gidilen \u00fclkenin dil ve k\u00fclt\u00fcr\u00fcne h\u00e2kim diplomatlar\u0131m\u0131z\u0131n atanmas\u0131, sadece bilateral ili\u015fkilerimizi g\u00fc\u00e7lendirmekle kalmayacak, ayn\u0131 zamanda T\u00fcrkiye&#8217;nin \u0130slam d\u00fcnyas\u0131ndaki prestijini de art\u0131racakt\u0131r.<\/p>\n\n\n\n<p>Bu de\u011fi\u015fim, muhafazak\u00e2r bir y\u00f6netimin en temel g\u00f6revlerinden biri olmal\u0131 ve kariyer diplomat &#8211; siyasi atamadengesi, milli menfaatlerimiz do\u011frultusunda yeniden kurgulanmal\u0131d\u0131r. \u00c7\u00fcnk\u00fc diplomasi, sadece protokol ve nezaket de\u011fil, ayn\u0131 zamanda kalpler aras\u0131nda k\u00f6pr\u00fc kurma sanat\u0131d\u0131r.
