Bu c\u00fcmle, totaliter bir diktat\u00f6rl\u00fc\u011f\u00fc tasvir etmek i\u00e7in kullan\u0131lm\u0131\u015f olsa da asl\u0131nda Bat\u0131&#8217;n\u0131n d\u00fcnyaya bak\u0131\u015f\u0131n\u0131 olduk\u00e7a iyi anlat\u0131yor. \u0130nsan haklar\u0131, h\u00fcmanizm ve \u00f6zg\u00fcrl\u00fck gibi kapsay\u0131c\u0131 bir evrensel de\u011ferler retori\u011fiyle yola \u00e7\u0131kan Bat\u0131 d\u00fcnyas\u0131, gelinen noktada t\u00fcm bu kavramlar\u0131n yaln\u0131zca kendisi i\u00e7in ge\u00e7erli bir ayr\u0131cal\u0131k oldu\u011funu dile getirmekten ka\u00e7\u0131nm\u0131yor. D\u00fcnyan\u0131n her yerinde M\u00fcsl\u00fcmanlar ba\u015fta olmak \u00fczere farkl\u0131 toplumlar\u0131n en temel insan\u00ee ihtiya\u00e7lar\u0131n\u0131 gidermelerine, hatta hayatta kalmalar\u0131na bile izin verilmiyor. \u0130srail&#8217;in \u00fc\u00e7 ay\u0131 a\u015fk\u0131n bir s\u00fcredir devam eden Gazze sald\u0131r\u0131lar\u0131, Bat\u0131 d\u00fcnyas\u0131n\u0131n iki y\u00fczl\u00fcl\u00fc\u011f\u00fcn\u00fcn a\u00e7\u0131k bir d\u0131\u015favurumu durumunda. Daha \u00f6nce Bosna&#8217;da, Ruanda&#8217;da, Do\u011fu T\u00fcrkistan&#8217;da, Suriye&#8217;de ve di\u011fer pek \u00e7ok mazlum co\u011frafyada g\u00f6r\u00fclen katliam\u0131n en yeni ve belki de en a\u011f\u0131r \u00f6rneklerinden biri g\u00f6zler \u00f6n\u00fcnde ya\u015fan\u0131rken d\u00fcnyan\u0131n b\u00fcy\u00fck k\u0131sm\u0131 bunu seyretmekle yetiniyor. Dahas\u0131 Gazze&#8217;de ya\u015fanan soyk\u0131r\u0131m, Bat\u0131l\u0131 devletlerden, baz\u0131 durumlarda kendi halklar\u0131n\u0131n bile hilaf\u0131na, destek bulabiliyor.<\/p>\n\n\n\n<p>\u0130srail&#8217;in Gazze&#8217;de uygulad\u0131\u011f\u0131 devlet ter\u00f6r\u00fcn\u00fc ve Bat\u0131&#8217;dan bu katliama verilen deste\u011fi tekil bir \u00f6rnek gibi almamak gerekiyor. Uzunca bir s\u00fcredir, pek \u00e7ok Bat\u0131 \u00fclkesinde M\u00fcsl\u00fcmanlar ba\u015fta olmak \u00fczere t\u00fcm yabanc\u0131lara bilin\u00e7li ve sistematik bir \u015fekilde \u00f6tekile\u015ftirme hareketlerinin g\u00f6r\u00fcld\u00fc\u011f\u00fc bilinen bir durum. So\u011fuk Sava\u015f sonras\u0131nda yeni bir d\u00fc\u015fman arayan Bat\u0131, M\u00fcsl\u00fcmanlar ba\u015fta olmak \u00fczere yabanc\u0131lar\u0131 hedefine ald\u0131. Bat\u0131 d\u00fcnyas\u0131nda \u0131rk\u00e7\u0131l\u0131\u011fa varan \u00f6l\u00e7\u00fcde pop\u00fclist bir dil kullanan a\u015f\u0131r\u0131 sa\u011f giderek y\u00fckseliyor. Kolayca tahmin edilebilece\u011fi gibi pop\u00fclist siyaset\u00e7ilerin hedefinde \u00f6ncelikle \u00fclke i\u00e7indeki M\u00fcsl\u00fcmanlar var. Ancak bunlar\u0131n \u00e7o\u011fu daha da ileriye giderek bir b\u00fct\u00fcn halinde \u0130slam d\u00fcnyas\u0131n\u0131 hedef al\u0131yor. \u00dclke genelinde kar\u015f\u0131la\u015f\u0131lan t\u00fcm sorunlar\u0131n faturas\u0131, \u00fclkeye sonradan gelmi\u015f, bir k\u0131sm\u0131 da getirilmi\u015f insanlarda aran\u0131yor. Ger\u00e7ekten de Bat\u0131l\u0131 \u00fclkeler, tarihin farkl\u0131 d\u00f6nemlerde, kendi ekonomik kalk\u0131nmalar\u0131 ya da refahlar\u0131n\u0131n y\u00fckselmesi i\u00e7in d\u00fcnyan\u0131n farkl\u0131 yerlerinden insan transfer ettiler. Gelenlerin ad\u0131 bazen k\u00f6le oldu bazen g\u00f6\u00e7men, bazense yabanc\u0131 i\u015f\u00e7i. Ama her hal\u00fck\u00e2rda insan g\u00fcc\u00fc ihtiyac\u0131n\u0131n kar\u015f\u0131lanmas\u0131 i\u00e7in ba\u015fka \u00fclkelerden insan g\u00f6\u00e7\u00fc te\u015fvik edildi. \u015eimdi ise di\u011fer t\u00fcm etmenler g\u00f6z ard\u0131 edilerek g\u00f6\u00e7ten kaynakl\u0131 sorunlar\u0131n tek m\u00fcsebbibi olarak \u00fclkeye sonradan gelen insanlar g\u00f6steriliyor. Siyas\u00ee dil giderek sertle\u015fiyor. Ge\u00e7mi\u015fte marjinal olarak kabul edilen siyas\u00ee hareketler, se\u00e7men nezdinde her ge\u00e7en g\u00fcn daha fazla kar\u015f\u0131l\u0131k buluyor. S\u00f6z konusu dil ve tav\u0131r, ana ak\u0131m siyaseti de toplumun hayata bak\u0131\u015f\u0131n\u0131 da d\u00f6n\u00fc\u015ft\u00fcr\u00fcyor.<\/p>\n\n\n\n<p>T\u00fcm bu tavr\u0131n Bat\u0131&#8217;ya ve insanl\u0131\u011fa &#8220;yeni&#8221; olgular olduklar\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn de\u011fil. D\u00fcnya Sava\u015flar\u0131n\u0131 \u00e7\u0131karan fa\u015fizan yakla\u015f\u0131mlar, yeniden ve farkl\u0131 g\u00f6r\u00fcn\u00fcmlerle arz-\u0131 endam etti. Asl\u0131nda Bat\u0131&#8217;n\u0131n d\u00fcnya \u00fczerindeki \u00fcst\u00fcnl\u00fck iddias\u0131n\u0131n \u00e7ok daha geni\u015f bir arka plan\u0131 var. Modernite ile birlikte Bat\u0131l\u0131 devletlerle d\u00fcnyan\u0131n geri kalan\u0131 \u00fczerindeki makas giderek a\u00e7\u0131lmaya ba\u015flad\u0131. \u0130lk olarak emperyalizm olgusuyla kar\u015f\u0131la\u015f\u0131ld\u0131. \u0130ngiltere ba\u015fta olmak \u00fczere Bat\u0131l\u0131 devletler, ekonomik a\u00e7\u0131dan b\u00fcy\u00fcmek i\u00e7in d\u00fcnyan\u0131n geri kalan\u0131 \u00fczerinde bir tahakk\u00fcm kurmak zorunda olduklar\u0131n\u0131 d\u00fc\u015f\u00fcnd\u00fcler. \u0130\u015fin ilgin\u00e7 yan\u0131, ayn\u0131 d\u00f6nemde, Bat\u0131 \u00fclkelerinde insanlar\u0131n e\u015fit ve \u00f6zg\u00fcr olduklar\u0131 y\u00f6n\u00fcndeki teorik yakla\u015f\u0131mlar g\u00fc\u00e7 kazan\u0131yordu. Bir bak\u0131ma, insanlar\u0131n \u00f6zg\u00fcr birer birey olarak devlet taraf\u0131ndan dokunulmaz haklara sahip olduklar\u0131 d\u00fc\u015f\u00fcncesi Bat\u0131&#8217;da hem siyaset hem de hukuk felsefesinin temellerine yerle\u015fti. Ancak as\u0131l sorun tam da bu noktada belirdi: &#8220;Bu haklardan kimler yararlanabilirdi?&#8221; Daha a\u00e7\u0131k bir ifadeyle, en ince ayr\u0131nt\u0131s\u0131na kadar \u00e7er\u00e7evesi \u00e7izilen bu haklar\u0131n herkes i\u00e7in ve ayn\u0131 \u015fekilde anlam ifade etmesi m\u00fcmk\u00fcn m\u00fcyd\u00fc?<\/p>\n\n\n\n<p><strong>Ahlak\u00ee \u00fcst\u00fcnl\u00fck iddias\u0131<\/strong><\/p>\n\n\n\n<p>Burada en ba\u015fta Orwell&#8217;a verilen atfa yeniden geliyoruz. Herkes, ger\u00e7ekten her yerde ve her a\u00e7\u0131dan e\u015fit midir? Asl\u0131nda Bat\u0131 d\u00fcnyas\u0131, daha en ba\u015fta bu sorunun cevab\u0131n\u0131 b\u00fct\u00fcn sarahatiyle verdi. Bat\u0131&#8217;n\u0131n Ayd\u0131nlanmac\u0131 ideallerinin totaliter bask\u0131c\u0131l\u0131\u011f\u0131yla kapitalizmin pragmatik tavr\u0131 belirli bir nokta ke\u015fi\u015fti. Bir taraftan, insan haklar\u0131 ve bireysel \u00f6zg\u00fcrl\u00fckler gibi ideallerin alt\u0131 \u00e7izilirken di\u011fer taraftan da insanl\u0131\u011f\u0131n \u00f6nemlice bir kesiminin i\u00e7inde bulunduklar\u0131 cehalet iklimi nedeniyle bu haklar\u0131 kullanman\u0131n uza\u011f\u0131nda olduklar\u0131 savunuldu. O s\u0131rada d\u00fcnyan\u0131n her yerinde yay\u0131lan emperyalizm, bu de\u011ferleri de ta\u015f\u0131ma y\u00f6n\u00fcnde bir misyonunun bulundu\u011fu d\u00fc\u015f\u00fcncesini a\u00e7\u0131ktan a\u00e7\u0131\u011fa i\u015fledi. Ba\u015fka bir \u015fekilde ifade etmek gerekirse, insanl\u0131\u011f\u0131n ortak de\u011ferlerinin bulundu\u011fu, ancak d\u00fcnyan\u0131n bir b\u00f6l\u00fcm\u00fcnde ya\u015fayan insanlar\u0131n bunun fark\u0131na varamad\u0131klar\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc. Dolay\u0131s\u0131yla emperyalizm, bir bak\u0131ma, geri kalm\u0131\u015f toplumlar\u0131 medenile\u015ftirme iddias\u0131yla me\u015frula\u015ft\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131. Bat\u0131, kendi do\u011frudan veya dolayl\u0131 \u015fekilde kendi s\u00f6m\u00fcrgesi h\u00e2line getirdi\u011fi \u00fclkeler \u00fczerinde yaln\u0131z fiil\u00ee de\u011fil, ahlak\u00ee bir \u00fcst\u00fcnl\u00fck de kurmaya kalkt\u0131. Ya\u015fad\u0131klar\u0131 sorunlar\u0131n kendi yetersizliklerinden kaynakland\u0131\u011f\u0131, Bat\u0131&#8217;n\u0131n misyonunun onlar\u0131 i\u00e7inde bulunduklar\u0131 sefaletten kurtarmak oldu\u011fu iddias\u0131 her f\u0131rsatta tekrarland\u0131. Bu ahlak\u00ee \u00fcst\u00fcnl\u00fck iddias\u0131, d\u00fcnya genelinde ikili bir toplumsal stat\u00fcn\u00fcn belirmesi sonucunu do\u011furdu. Bir yanda, kendi \u00f6zg\u00fcrl\u00fck ve haklar\u0131n\u0131n bilincinde Bat\u0131l\u0131 toplumlar vard\u0131, di\u011fer yanda ise insan bile say\u0131lamayacak di\u011ferleri. B\u00f6ylece, Bat\u0131 \u00fclkelerinin tarihin belirli bir d\u00f6neminde \u00fcretti\u011fi ve kendilerine lay\u0131k g\u00f6rd\u00fc\u011f\u00fc de\u011fer ve ilkelerin insanl\u0131\u011f\u0131n tamam\u0131 i\u00e7in ayn\u0131 anlam\u0131 ifade etmedi\u011fi ortaya konuldu. \u0130\u015fin ilgin\u00e7 yan\u0131, Bat\u0131l\u0131 d\u00fc\u015f\u00fcn\u00fcrler, daha en ba\u015ftan itibaren sayd\u0131klar\u0131 bu de\u011ferlerin kendileri d\u0131\u015f\u0131nda kalan d\u00fcnyan\u0131n geri kalan\u0131 i\u00e7in ge\u00e7erli olmas\u0131n\u0131n gerekmedi\u011fini s\u00f6ylemekten ka\u00e7\u0131nmad\u0131lar. Bat\u0131l\u0131 olmayan toplumlar\u0131n, ancak kendi gelenekleri ve de\u011ferlerini b\u0131rak\u0131p bu yeni anlam d\u00fcnyas\u0131n\u0131n i\u00e7ine girmeleri h\u00e2linde gelecekte ayn\u0131 stat\u00fcy\u00fc elde edebilmek i\u00e7in bir \u015fanslar\u0131n\u0131n oldu\u011fu d\u00fc\u015f\u00fcn\u00fcld\u00fc. S\u00f6z konusu yakla\u015f\u0131m\u0131n en genel \u015fekilde \u0131rk\u00e7\u0131l\u0131k kavram\u0131yla ifade edilebilece\u011fi s\u00f6ylenebilir. Irk\u00e7\u0131l\u0131k, Bat\u0131l\u0131lar\u0131n d\u00fcnyan\u0131n geri kalan\u0131ndan \u00fcst\u00fcn olduklar\u0131 d\u00fc\u015f\u00fcncesini i\u015flemelerinin bir arac\u0131 olarak kullan\u0131ld\u0131. Daha o g\u00fcnlerden itibaren insan haklar\u0131na sahip olman\u0131n yaln\u0131zca Bat\u0131l\u0131lar i\u00e7in ge\u00e7erli oldu\u011fu, di\u011ferlerinin hen\u00fcz bu seviyede bulunmad\u0131\u011f\u0131 savunuldu.<\/p>\n\n\n\n<p><strong>Mankurtlar hemen bulundu<\/strong><\/p>\n\n\n\n<p>Zaman i\u00e7erisinde Bat\u0131, d\u00fcnyan\u0131n geri kalan\u0131 kar\u015f\u0131s\u0131nda neden \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fcn hakl\u0131l\u0131\u011f\u0131 ve son tahlilde di\u011ferlerinin yarar\u0131na olaca\u011f\u0131 d\u00fc\u015f\u00fcncesini de s\u0131kl\u0131kla i\u015fledi. Di\u011fer \u00fclkelerle kurulan ili\u015fkiler, do\u011fal bir \u00fcst\u00fcnl\u00fck \u00e7er\u00e7evesine yerle\u015ftirildi. \u0130\u015fin ilgin\u00e7 y\u00f6n\u00fc, Bat\u0131 d\u0131\u015f\u0131 toplumlar aras\u0131nda bu tezin do\u011frulu\u011funa inanacak mankurtlar da buldu. Kendi toplumlar\u0131n\u0131n de\u011ferlerini k\u00fc\u00e7\u00fcmseyen ve bunlar\u0131n h\u0131zla Bat\u0131&#8217;n\u0131n kendilerine dayatt\u0131klar\u0131yla de\u011fi\u015ftirilmesi gerekti\u011fini savunan mankurtlar, bilerek ya da bilmeden emperyalizmin kay\u0131ts\u0131z \u015farts\u0131z savunucunu durumuna d\u00fc\u015ft\u00fcler. Bat\u0131, etki alan\u0131n\u0131n hedef \u00fclke i\u00e7inde dev\u015firilen ki\u015filer arac\u0131l\u0131\u011f\u0131yla yay\u0131labilece\u011fini g\u00f6rd\u00fc. B\u00f6ylece kendi toplumunun de\u011ferlerine yabanc\u0131la\u015fm\u0131\u015f, her ne pahas\u0131na olursa olsun Bat\u0131l\u0131la\u015fmay\u0131 hedefleyen bir grup &#8220;ayd\u0131n&#8221; belirdi. Bu durumun toplumun \u00e7o\u011funlu\u011fuyla ayd\u0131nlar aras\u0131nda bir mesafenin olu\u015fmas\u0131n\u0131 beraberinde getirdi\u011fi a\u00e7\u0131kt\u0131r. Dolay\u0131s\u0131yla Bat\u0131 \u0131rk\u00e7\u0131l\u0131\u011f\u0131, ba\u015fka co\u011frafyalarda kendi toplumlar\u0131ndan neredeyse nefret eden bir destek\u00e7i kitlesini de dev\u015firdi. \u00dcstelik Bat\u0131&#8217;n\u0131n bu destek\u00e7ileri, kendilerini kullanan g\u00fc\u00e7lerin dil ve s\u00f6ylemlerini de toplumlar\u0131na uyarlad\u0131lar. Ba\u015fka bir ifadeyle, \u00f6zg\u00fcn bir dil \u00fcretmeye gerek duymadan Bat\u0131&#8217;dan ithal ettikleri kavramlar\u0131 varl\u0131k gerek\u00e7elerini anlamland\u0131rmak i\u00e7in kulland\u0131lar.<\/p>\n\n\n\n<p>Son d\u00f6nemde Bat\u0131&#8217;da y\u00fckselen yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131 ve pop\u00fclist siyas\u00ee dil, ge\u00e7mi\u015fte h\u00e2kim olan \u0131rk\u00e7\u0131l\u0131\u011f\u0131n g\u00fcncelle\u015ftirilmi\u015f bir s\u00fcr\u00fcm\u00fc. T\u0131pk\u0131 \u0131rk\u00e7\u0131l\u0131\u011f\u0131n tarih sahnesinde belirdi\u011fi d\u00f6nemde oldu\u011fu gibi \u015fimdilerde de hak ve \u00f6zg\u00fcrl\u00fckler insanl\u0131\u011f\u0131n tamam\u0131na de\u011fil, yaln\u0131zca belirli bir kesime \u00f6zg\u00fc gibi g\u00f6r\u00fcl\u00fcyor. Bat\u0131&#8217;da bir taraftan g\u00f6\u00e7menlere ve yabanc\u0131lara kar\u015f\u0131 negatif yakla\u015f\u0131mlar art\u0131yor di\u011fer yandan da M\u00fcsl\u00fcman \u00fclkeler ba\u015fta olmak \u00fczere d\u00fcnyan\u0131n farkl\u0131 yerlerindeki insanlara kar\u015f\u0131 a\u00e7\u0131k bir \u00e7ifte standart uygulan\u0131yor. Daha vahim olarak Bat\u0131 \u00fclkelerinin \u00e7\u0131kar\u0131na ayk\u0131r\u0131l\u0131k ta\u015f\u0131mad\u0131\u011f\u0131 s\u00fcrece katliamlar da soyk\u0131r\u0131mlar da ilgi \u00e7ekmiyor. Tam tersine bunlar, &#8220;insanlar\u0131n&#8221; g\u00fcvenliklerini sa\u011flamak i\u00e7in devletler taraf\u0131ndan izlenen me\u015fru y\u00f6ntemler \u015feklinde g\u00f6steriliyor.<\/p>\n\n\n\n<p><strong>M\u00fcsl\u00fcman kar\u015f\u0131t\u0131 dalga<\/strong><\/p>\n\n\n\n<p>Tarih boyunca k\u00fcresel \u00f6l\u00e7ekte, belki hi\u00e7bir zaman tam anlam\u0131yla adil bir d\u00fcnya d\u00fczeniyle kar\u015f\u0131la\u015f\u0131lmad\u0131. Ama uluslararas\u0131 alanda adalet, \u015fimdilerdeki kadar \u00f6rselenmedi. 20. y\u00fczy\u0131lda d\u00fcnya sava\u015flar\u0131n\u0131 \u00e7\u0131karan olgu, Bat\u0131 \u00fclkelerinin d\u00fcnya \u00fczerinde h\u00e2kimiyet kurma h\u0131rs\u0131 ve \u0131rk\u00e7\u0131l\u0131\u011f\u0131yd\u0131. So\u011fuk Sava\u015f sonras\u0131 d\u00f6nemde olu\u015fan g\u00fc\u00e7 dengesi, bir s\u00fcreli\u011fine bu menfur anlay\u0131\u015f\u0131n \u00fcst\u00fcn\u00fc \u00f6rtt\u00fc. Son d\u00f6nemde ise \u0131rk\u00e7\u0131 yakla\u015f\u0131m, yeniden ve eskisinden bile pervas\u0131z \u015fekilde ortaya \u00e7\u0131kt\u0131. Elbette t\u00fcm toplumun siyaset kurumunun \u00fcretti\u011fi ve i\u015fledi\u011fi bu \u0131rk\u00e7\u0131 tavr\u0131 onaylad\u0131\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn de\u011fil. Bat\u0131&#8217;da pop\u00fclizmle y\u00fckselen bu M\u00fcsl\u00fcman kar\u015f\u0131t\u0131 dalgadan rahats\u0131z olduk\u00e7a ciddi bir kesim var.
